Government Job Applications Have Their Own Rules. Most Candidates Get Them Wrong.#
You've cleared the written exam. You're preparing for the interview. And now someone tells you to bring a "detailed biodata" or "resume in the prescribed format."
Panic.
Government job applications in India follow a completely different format from private sector resumes. The format used for TCS or Infosys will not work for UPSC, SSC, bank, railway, or PSU interviews. Not even close.
Government panels expect specific information in a specific order. Missing sections, wrong formats, or an overly "modern" layout can create problems during your interview. The panel has your application form, but the resume or biodata you hand them is what they reference while asking questions.
This guide covers the exact resume format for all major government job categories in India.
Government Resume vs Private Sector Resume: Key Differences#
| Aspect | Private Sector | Government Jobs |
|---|---|---|
| Length | 1-2 pages | 2-4 pages (varies by exam) |
| Photo | Not recommended | Often required |
| Personal details | Minimal (name, email, phone) | Detailed (DOB, father's name, category, domicile) |
| Declaration | Not needed | Required in many cases |
| Format | Flexible | Often prescribed by the notification |
| Education | Recent degree only | All education from Class X onwards |
| File format | PDF preferred | Hard copy often required at interview |
| Objective | Not needed | Sometimes expected |
The most important rule: Always check the official notification first. If the notification prescribes a specific format, follow it exactly. Don't get creative.
Types of Government Job Applications#
Different government exams have different resume requirements:
1. UPSC Civil Services (IAS, IPS, IFS, etc.)
UPSC requires a Detailed Application Form (DAF) which you fill online after clearing Prelims and Mains. But for the personality test (interview), you should carry a well-structured biodata.
The UPSC interview panel usually has your DAF, but a separate biodata helps them ask structured questions about your background, hobbies, and interests.
2. SSC (CGL, CHSL, MTS, Steno)
SSC primarily uses online application forms. For posts that have an interview stage (like CGL for certain Group B posts), you need a resume or biodata.
3. Bank Exams (IBPS PO, SBI PO, RBI Grade B)
Bank interviews require a detailed biodata or resume. The panel asks questions based on what you write, so be strategic.
4. PSU Jobs (BHEL, ONGC, IOCL, SAIL, NTPC)
PSU recruitment through GATE requires a detailed application. Some PSUs conduct separate interviews where a resume is needed.
5. Defence Services (NDA, CDS, AFCAT)
SSB interview panels expect a Personal Information Questionnaire (PIQ) format. This is very specific and different from any other resume format.
6. State Government Jobs
Each state has its own format requirements. State PSC exams (like UPPSC, MPPSC, KPSC) often prescribe the exact format in their notifications.
7. Railway Jobs (RRB)
Railway recruitment primarily uses online application forms and computer-based tests. For certain posts with interview stages, a standard biodata format works.
The Standard Government Job Biodata Format#
This template works for most government job interviews where a specific format isn't prescribed:
Section 1: Personal Information
BIODATA
Name: PRIYA SHARMA
Father's Name: Shri Rajesh Kumar Sharma
Mother's Name: Smt. Sunita Sharma
Date of Birth: 15 March 1998
Age: 27 years (as on 01/01/2026)
Gender: Female
Category: General / OBC / SC / ST (as applicable)
Marital Status: Unmarried
Nationality: Indian
Religion: Hindu (if required)
Domicile State: Rajasthan
Permanent Address: 123, Gandhi Nagar, Jaipur, Rajasthan - 302015
Correspondence Address: Same as above (or different address)
Contact Number: +91-98765-43210
Email: [email protected]
Languages Known: Hindi (Read, Write, Speak), English (Read, Write, Speak),
Rajasthani (Speak)
Important notes:
- Yes, government biodata includes personal details that private sector resumes don't (father's name, religion, category)
- Category (General/OBC/SC/ST) is relevant because government jobs have reservation policies
- Age is calculated as on a specific date mentioned in the notification
- List all languages you know with proficiency level
- Include both permanent and correspondence addresses
Section 2: Educational Qualifications
Government biodata lists ALL education from Class X onwards, with complete details.
EDUCATIONAL QUALIFICATIONS
| Exam | Board/University | Institution | Year | Percentage/CGPA | Subjects |
|------|-----------------|-------------|------|-----------------|----------|
| Class X | CBSE | KV No. 2, Jaipur | 2014 | 91.4% | All subjects |
| Class XII | CBSE | KV No. 2, Jaipur | 2016 | 88.6% | PCM + CS |
| B.Tech (CSE) | RTU, Kota | MNIT Jaipur | 2020 | 8.1 CGPA (77.2%) | Computer Science |
| M.Tech (CSE) | IIT Delhi | IIT Delhi | 2022 | 8.5 CGPA | Machine Learning |
Important notes:
- Include ALL education levels, starting from Class X
- Include the board/university name
- Include both CGPA and equivalent percentage if possible
- Government panels often ask about percentage, not CGPA (know the conversion)
- Include the subject stream (PCM, Commerce, Arts, etc.)
- If you have any professional qualifications (CA, CS, LLB), include them
Section 3: Professional Experience (If Any)
PROFESSIONAL EXPERIENCE
| Organization | Designation | Period | Pay Scale/CTC | Nature of Work |
|-------------|-------------|--------|--------------|----------------|
| TCS, Bangalore | Systems Engineer | Jul 2020 - Dec 2022 | CTC 4.5 LPA | Java development, testing, client coordination |
| Wipro, Hyderabad | Project Engineer | Jan 2023 - Present | CTC 6.2 LPA | Full-stack development, team lead (3 members) |
Important notes:
- Include the pay scale or CTC (government panels often ask about this)
- If you're currently employed, mention your current role clearly
- Include the nature of work, not just the job title
- If you're a fresher with no experience, write "No professional experience" or skip this section
Section 4: Competitive Exams and Scores
This section is unique to government job resumes. Include all competitive exams you've appeared for.
COMPETITIVE EXAMS
| Exam | Year | Score/Rank | Status |
|------|------|-----------|--------|
| GATE CSE | 2022 | AIR 342, Score: 68.2 | Qualified |
| UPSC CSE Prelims | 2024 | Qualified | Appeared for Mains |
| SSC CGL Tier I | 2025 | 187.5/200 | Qualified for Tier II |
| CAT | 2021 | 96.5 percentile | IIM Call |
Why include this: Government interview panels are impressed by candidates who've qualified multiple competitive exams. It shows dedication and aptitude.
Section 5: Extra-Curricular Activities and Achievements
EXTRA-CURRICULAR ACTIVITIES AND ACHIEVEMENTS
1. NCC 'C' Certificate holder (RDC participant, 2018)
2. NSS Volunteer: 240 hours of community service (2017-2019)
3. District-level badminton player (Jaipur, 2016-2018)
4. Published paper on "ML-based Traffic Management" in IEEE Conference 2021
5. Won Smart India Hackathon 2020 (among 10,000+ teams)
6. Active member of Rotaract Club, organized blood donation camp (120+ donors)
Important notes:
- NCC, NSS, and Scouts/Guides carry significant weight in government interviews
- Sports achievements at district, state, or national level are valued
- Social service and community involvement shows character
- Academic achievements and publications are good to include
- List 4-6 strong activities, not 15 weak ones
Section 6: Hobbies and Interests
Unlike private sector resumes where hobbies are a waste of space, government interview panels specifically ask about hobbies. UPSC is famous for this.
HOBBIES AND INTERESTS
1. Reading: Currently reading "India After Gandhi" by Ramachandra Guha.
Interested in Indian history and geopolitics.
2. Writing: Maintain a blog on public policy (link). Published 25+ articles
on governance issues.
3. Badminton: Play regularly at club level. Former district player.
4. Travelling: Visited 15 states in India. Interested in understanding
regional cultures and development patterns.
Critical rule: Never list a hobby you can't discuss in detail. The panel WILL ask follow-up questions. If you write "reading" as a hobby, be prepared to discuss the last 3-4 books you've read, their themes, and your takeaways.
Good hobbies for government interviews:
- Reading (non-fiction, current affairs, Indian history)
- Writing (blog, articles, creative writing)
- Sports (any sport you actively play, not just watch)
- Social work (volunteering, NGO work, community service)
- Current affairs and debate
- Travelling (with cultural context, not "I went to Goa")
Risky hobbies:
- "Watching movies" (too passive, hard to discuss meaningfully)
- "Listening to music" (same problem)
- "Playing video games" (government panels may not view this positively)
- "Social media" (similarly risky in a government context)
Section 7: Declaration
Yes, the declaration section is expected in government biodata.
DECLARATION
I hereby declare that all the information furnished above is true,
complete, and correct to the best of my knowledge and belief.

UPSC-Specific Resume Format#
UPSC personality test (interview) has specific requirements. Here's what works:
The DAF Connection
Your DAF (Detailed Application Form) is the primary document. The panel has it before you walk in. Your biodata should be consistent with your DAF. Any contradiction between the two will raise questions.
Hobbies Strategy for UPSC
UPSC panelists spend 5-10 minutes on hobbies alone. Your hobby choices in the DAF determine entire lines of questioning. Here's the strategy:
- Pick 2-3 hobbies you genuinely know well. Not hobbies that sound impressive.
- Be ready for depth. If you say "reading," expect: "What are you reading now? Who's the author? What's the central argument? Do you agree? How does it relate to India's current governance challenges?"
- Connect hobbies to your service motivation. If you love travelling, connect it to understanding India's diversity and development challenges.
- Avoid common traps. Don't list "cricket" unless you can discuss its history, economics, and cultural impact beyond just watching matches.
Optional Subject Connection
If your optional subject in UPSC Mains is, say, Public Administration, make sure your resume reflects interest in governance. Include relevant books in your reading list, mention any work experience in the public sector, and highlight projects related to governance.
PSU Resume Format (GATE-Based Recruitment)#
For PSU jobs through GATE, the resume format is slightly different:
BIODATA FOR PSU INTERVIEW
1. Name: [Full Name]
2. GATE Score: [Score], AIR: [Rank], Year: [Year]
3. GATE Registration Number: [Number]
4. Father's Name: [Name]
5. Date of Birth: [DD/MM/YYYY]
6. Category: [General/OBC/SC/ST/EWS]
7. PWD Status: [Yes/No]
EDUCATIONAL QUALIFICATIONS
[Complete table from Class X to highest degree]
[Include GATE score prominently]
TECHNICAL SKILLS
[List relevant to the PSU's domain]

[For IOCL: Chemical, mechanical, instrumentation]
PROJECT/THESIS DETAILS
[Your B.Tech/M.Tech project with technical details]
[PSU panels ask deep questions about your project]
WORK EXPERIENCE (if any)
[Include domain relevance to the PSU]
PSU-specific tips:
- GATE score and rank should be prominent, ideally in the top section
- Include your B.Tech/M.Tech project details in depth (the panel will ask)
- If the PSU is domain-specific (ONGC for petroleum, BHEL for power), highlight relevant coursework and projects
- Prepare to explain your project for 10-15 minutes in the interview

Common Mistakes in Government Job Resumes#
1. Using a Private Sector Resume Format
One page, no personal details, no hobbies, no declaration. This format is wrong for government interviews. The panel expects a detailed biodata format.
2. Listing Hobbies You Can't Defend
"Reading" when you haven't read a book in 6 months. "Sports" when you haven't played since school. The panel will catch this in 30 seconds.
3. Inconsistency with Application Form
Your DAF says one thing, your biodata says another. This raises serious credibility concerns. Double-check every date, every mark, and every detail.
4. Not Including Optional/Elective Details
For UPSC, not mentioning your optional subject expertise. For PSU interviews, not including domain-relevant coursework. The panel uses your biodata to ask questions. Guide them toward your strengths.
5. Poor Print Quality
Government interviews require physical copies. Printing on thin paper with a low-quality printer looks careless. Use good quality A4 paper and a laser printer. The biodata should be clean and professional.
6. Missing Category/Reservation Details
If you belong to OBC/SC/ST/EWS and are applying under reservation, your biodata must clearly mention your category. Include certificate details if relevant.
7. Leaving Gaps Unexplained
If there's a gap in your education or career timeline, the panel will ask. Prepare explanations and consider adding a brief note in the biodata.
Preparing Your Government Resume: Step-by-Step#
- Read the notification thoroughly. Check if a specific format is prescribed.
- Fill in all personal information accurately. Cross-check with your application form.
- List all educational qualifications from Class X. Include percentages AND CGPAs.
- Add professional experience with details. Pay scale, nature of work, duration.
- List competitive exam scores. GATE, CAT, UPSC, SSC. All of them.
- Choose hobbies strategically. Pick 2-3 you can discuss for 10 minutes each.
- Write the declaration section. It's expected.
- Print on good quality paper. Carry 3-5 copies.
- Proofread three times. Any error in a government biodata looks terrible.
