You found a great tech job in Amsterdam, but the visa process looks like a maze. The Netherlands Highly Skilled Migrant (HSM) visa is your most likely path. It is designed to fast-track skilled workers into the Dutch economy. The system has rules, but it is logical once you see the moving parts.
What the highly skilled migrant visa is#
The HSM visa is a residence permit for non-EU/EEA nationals with a job offer from a Dutch employer. The employer must be a recognized sponsor by the Immigration and Naturalisation Service (IND). This is the key. You cannot apply on your own. Your company starts the process.
It is not a general work permit. The IND checks if your salary meets a minimum threshold and if your employer is on the list. The recognized sponsor list is your first filter#
Before you even talk to a recruiter, check if the company is on the IND's public list of recognized sponsors. Search the list using the company's official name. Startups and smaller firms might not be on it. Getting sponsorship recognition costs the company time and money, so some choose not to do it.
This list is a powerful job-search tool. Use it to target companies known for hiring internationals. It saves everyone time. If a company wants to hire you but isn't a sponsor, they must apply for recognition first. This can add months to your start date.
Salary thresholds are a moving target#
The IND sets minimum gross monthly salary thresholds. There are two main levels: one for employees over 30, and a lower one for those under 30 or who graduated from a Dutch university within three years. These numbers change, usually once a year in January.
For 2024, the threshold for those 30 and older is around €5,008 gross per month. For those under 30, it is approximately €3,672. These are pre-tax amounts and exclude holiday allowances. Always verify the current official numbers on the IND website before signing a contract. A good offer should clearly state it meets or exceeds the HSM threshold for your age group.
The 30% ruling can change your net pay#
If you meet the HSM salary threshold, you might also qualify for the 30% ruling. This is a tax benefit for skilled migrants recruited from abroad. Your employer can pay up to 30% of your gross salary tax-free. This significantly increases your take-home pay.
Eligibility has its own criteria, including a minimum salary and being hired from more than 150 kilometers from the Dutch border. The ruling is granted by the Dutch Tax Authority, not the IND. It is a separate application your employer files. Discuss this during your job offer negotiation. It makes a big difference in your first years.
The application flow, step by step#
Your employer handles the main application. They submit the forms and your documents to the IND. You provide what they need: passport, diploma, and sometimes a background check or proof of prior residence. The standard processing time is about two to four weeks if the file is complete.
Once approved, you get a letter from the IND. You then make an appointment at the Dutch embassy or consulate in your home country to get an entry visa (MVV). After arriving in the Netherlands, you collect your residence permit card from an IND desk. You must also register at your local municipality. Your employer's HR or relocation partner usually guides you through these last steps.

- Confirm your job offer salary meets the current IND threshold for your age group.
- Ask the company directly: "Are you an IND-recognized sponsor?"
- Get the exact start date and location of your nearest Dutch embassy/consulate.
- Prepare your documents: valid passport, original diploma, and recent passport photos.
- Discuss the 30% ruling with your employer and confirm they will apply.
- Book your biometrics appointment at the IND after you arrive in the Netherlands.

Yes, but your new employer must also be a recognized sponsor. They need to apply for a new HSM permit for you. You have a three-month search period if your employment ends.
