Moving UK: UK High Potential Visa 2026
Your graduation date decides more about this visa than your grades do. The High Potential Individual route exists for people who finished a degree at a top-ranked university outside the UK within the past few years, and the window is short. If you are reading this in 2026 and you graduated in 2022, check the dates before you plan anything else.
The rules also move. Salary thresholds, the eligible university list, and the immigration skills charge all get revised on a schedule that does not match your job hunt. Everything below is how the route works and how to approach it. Confirm the numbers against the official GOV.UK pages before you pay a fee.
Who qualifies#
The route has four gates, and all of them are hard gates.
First, the degree. It must be a qualification at bachelor's degree level or above, awarded by an institution that appears on the global universities list published by the Home Office for the year you graduated. That list is drawn from a small number of ranking tables, and it changes each year. A university on the list in 2025 may not be on it in 2026.
Second, timing. You normally must have been awarded the qualification within five years of applying. Some past graduates were already in the UK on another route when they applied. That is a different situation with different rules, so read the caseworker guidance if that is you.
Third, English. You either hold a degree taught in English that Ecctis confirms is equivalent to a UK bachelor's, or you pass an approved English test at CEFR B1 or above.
Fourth, money and maintenance. You need funds to support yourself unless you have already been living in the UK for 12 months or more with permission. The exact maintenance figure changes. Check the current one.
What about points, salary, and occupation lists
This is where people get confused, because the UK points-based system has several routes and the rules get mixed up in blog posts.
The High Potential Individual route does not use a points table. It does not have a salary threshold you must meet. It does not have a shortage occupation list or an eligible occupations list. You can do any work, employed or self-employed, except work as a professional sportsperson or sports coach.
Salary thresholds and occupation lists belong to the Skilled Worker route. If someone tells you that you need a job offer paying a specific amount to get the HPI visa, they are describing the wrong visa. The HPI visa is granted to you as a person based on your degree, not to you as an employee.
Where salary does matter is later. If you switch into Skilled Worker or apply for settlement on another route, the salary rules of that route apply then.

Application steps and timeline#
You apply from outside the UK, online, through the GOV.UK site. You cannot apply from inside the UK on this route in most cases, so plan the sequencing before you book flights.
The steps in order:
- Check your university against the published list for the year you graduated, not this year's list
- Get your degree certificate and ask Ecctis for a qualification statement confirming eligibility and English language where applicable
- Prepare identity documents, usually your passport, and a valid tuberculosis test certificate if you have lived in a listed country
- Complete the online form on GOV.UK, pay the application fee and the immigration health surcharge, and book a biometrics appointment at a visa application centre
- Upload or bring your supporting documents to the appointment
- Wait for a decision and keep your phone and email open
A straightforward application is often decided within about three weeks when applying from abroad, but that is a service standard, not a promise. Add time for the Ecctis check, which can take a couple of weeks, and for getting a biometrics slot in busy cities.
Documents you should start now#
Documents are where applications stall. Start collecting before you think you are ready.
- Passport, valid for the length of your stay, with at least one blank page
- Degree certificate, or a letter from your university confirming the award if the certificate is delayed
- Ecctis qualification statement, and the English language evidence if your degree was not taught in English
- Bank statements or other evidence of maintenance funds, held for the required period, unless you are exempt
- Tuberculosis test certificate where required
- Translations of anything not in English or Welsh, done by a certified translator
Names matter. If your degree says one spelling and your passport says another, get a document that explains it before the caseworker asks.
What it costs#
There are three separate payments, and people often budget for one.
The application fee is a set amount published on GOV.UK and updated periodically. The immigration health surcharge is charged per year of permission and paid up front, and it is the largest single cost for most people. Then there is the biometrics or user-pay fee if you want a faster appointment in some locations.
As a rough shape, expect the total for a two-year visa to run into several thousand pounds once all three are combined. The exact figures change, sometimes mid-year. Check the current GOV.UK fees page and the surcharge calculator before you transfer anything.
Finding a UK job from abroad#
The good news is you do not need a job offer for this visa. The bad news is that a UK CV with no UK work history gets filtered out faster than you expect.
Lead with eligibility. Put a line at the top of your CV: "Eligible to work in the UK without sponsorship on the High Potential Individual visa, valid from [date]." Recruiters spend seconds on a CV from overseas. Do not make them guess.
Target employers who hire internationally anyway. Large graduate schemes, research groups, and companies with global offices are more used to reading a foreign degree than a 30-person startup in Reading. Use our UK job listings to see what is actually open and how employers describe requirements.
Rewrite your bullets in UK style. Short, specific, numbers where you have them.
Before: "Responsible for the analysis of customer data and reporting to senior stakeholders on a regular basis."
After: "Built a weekly customer churn report in SQL and Tableau that the commercial team used to cut cancellations by 11% over two quarters."
Run the rewritten CV through our free ATS checker to catch formatting that breaks parsing. Then pull a job ad apart with our free JD decoder so you match the language the employer actually used, not the language your university careers office taught you.
Interview from abroad needs logistics. Say in your first email that you are in a different time zone and propose two specific slots in UK time. Offer video as the default and be early.
Why applications get rejected#
Most refusals are avoidable.
- The degree institution is not on the list for the year you graduated
- The qualification was awarded outside the eligibility window
- Ecctis has not confirmed the qualification, or the report is missing
- Maintenance funds were below the required amount or held for too short a period
- A document is not translated, or the translation is not certified
- The applicant applied from inside the UK when the route requires an application from abroad
- A tuberculosis certificate is missing for someone who lived in a listed country
A refusal on one of these is usually about evidence, not about you. Fix the document and reapply rather than writing a long explanation.
Check the official source before you pay#
Everything in immigration changes, and blog posts go stale faster than job ads. Before you book anything, read the High Potential Individual route page and the associated caseworker guidance on GOV.UK, plus the current fees and the global universities list for your graduation year. If a recruiter or an agent quotes you a number that does not match GOV.UK, GOV.UK wins. We keep broader job-hunt notes and route explainers on our blog, but the legal facts live with the Home Office.

FAQ#
Can I switch into a Skilled Worker visa later?
Yes, in most cases you can apply to switch from inside the UK if you meet the Skilled Worker requirements and your employer holds a sponsor licence. The salary and occupation rules of that route apply at that point, so check them before you accept an offer that will not qualify.
Does the HPI visa lead to settlement (indefinite leave to remain)?
No. Time on the High Potential Individual route does not count towards settlement on its own. If you want to stay long term, plan a switch into a route that does lead to settlement and check how the qualifying period works there.
Do I need a job offer before I apply?
No, that is the main advantage of this route. You can apply first and search afterwards, or search and apply in parallel, which most people do because the visa process is predictable enough to time.
What if my university was on the list in one year but not another?
The list that matters is the one covering the year your qualification was awarded. Check that specific list, not the current one. If you are unsure, get the Ecctis report first, since it confirms eligibility against the correct year.
Can my partner and children come with me?
Yes, dependants can usually apply as your partner or child, each with their own application fee and health surcharge. They need relationship evidence and their own documents, so start their file at the same time as yours.
